There are calls the introduction of covert speed checks, amid claims the current system is no longer effective.

Whilst the number of fines has fallen substantially over the past three years, some experts don't believe driver behaviour has changed.

Harold Scruby from the NSW Pedestrian Council says motorists shouldn't be told about speed checks.

"We're asking the government to look at the Victorian system which is totally covert and it's in Victoria where they've got the road toll down significantly," he said.

"All the studies have shown that it's because of Victoria's speed management that they're saving lives on the road."
